(1) The Government of Nepal may approve or disapprove any or all tenders submitted or any or all bids submitted in accordance with the notice published under section 5, without showing any reason or not.

However, when settling a contract for an amount -

(a) If the person who agrees to pay the amount as revenue is one hundred and one-half times less than what he agrees to pay in installments and up to three hundred and three times less than what he agrees to pay in installments. Also, the tender or stamp that agrees to receive that sugarcane revenue will be given priority when accepting the tender or stamp according to this sub-section. Even if the acceptance is up to one and a half hundredths less than the acceptance, those who accept in installments will be given priority while accepting the tender or post according to this sub-section. ) and notwithstanding anything written in (b), in relation to a contract, any Nepalese citizen who has agreed to pay the contract amount through any form of Gani Muhasul, Gani Kista or Kistabandi, shall accept the contract at a rate equal to or less than the amount agreed to be paid. The non-Nepali citizens who do this will not be given priority as written in those restrictive phrases.

(2) In case all tenders or bids are rejected according to sub-section (1), the Government of Nepal can arrange the contract by inviting tenders again or increasing or reducing them.

(3) Notwithstanding anything written in sub-sections (1) and (2), the Government of Nepal may, if it deems fit, retain the tenders or bids of the previous tenderers or bids, invite re-tenders or increase or decrease them. can also and according to that, after considering the next tender or bid and the previous tender or bid, it may settle the contract with the previous or the last tenderer or bidder. But again invite tenders or increase or decreaseIf the decision is made, a notice should be issued with a reasonable time limit for any person who filed a tender or a bid to come and file a petition to have his tender or bid canceled if he is not satisfied. If someone makes such an application within the time limit up to the fixed date, the tender or stamp should be canceled and if such tender or stamp is rejected, the deposit should be returned. A tenderer or person who bids for a tender who does not submit such an application within that period shall be deemed to have agreed to maintain his tender or bid for the last time as well.
